DEMANDS FOR 7TH CPC FROM O.F.CHANDA BRANCH

THE COMMITTEE FOR THE SUGGESTION FOR 7TH CPC HAS COMPLETED IT,S TASK. THE POINTS HAS ALREADY BEEN APPROVED IN THE EXECUTIVE BODY MEETING ARE AS UNDER: -

Duly approved recommendations of 7TH CPC (including addressing all the anomalies of 6th CPC) should be implemented from 1 Jan 2016 without fail otherwise interim relief should be given.

Basic Pay Related Points:-
------------------------------

(1) Considering the prevailing economic situation in the country there should be 3 fold increases in the Basic pay of employees up to Gp-B gazette without any discrimination. 
(2) Payment of IEs including OT and other allowances is equal or more than their supervising Senior staffs CM/JWM which is highly demoralizing/humiliating factor when responsibility is taken into consideration. Hence such difference should not arise in 7th CPC. In any case the pay package of IE’s/NIE’s should not be greater than NGO and similarly NGO’s pay package should not be greater than JWM. After promotion from one grade to another grade, Gross salary should not be less than that of lower grade.
(3) Annual increment should be more than 5% of Basic Pay including DA.
(4). Provision may be made for Periodical up-gradation of pay i.e. at least 5 years once pay should be up-graded.
(5). CM and JWM should be placed in different Pay Band and Grade pay and minimum difference should be 50% of Basic pay of Charge Man.
(6). Principal CAT’s decision on MACP i.e. fixation of pay in the next promotional grade pay should be implemented. Period for qualification of MACP should be reduced to 5 years, if MACP policy of 6th CPC is continued in 7th CPC.
(7). Increment be given twice in a year i.e. on 1st Jan and 1st July.
(8). Separate Basic Pay structure should be made available for all category of post
s.

Allowances Related Points:-
------------------------------


(1) All other allowances should also be of proportionated to 3 fold of Basic pay.
(2). Children Education Allowance should de-linked with submission of bills/cash receipts etc., as LAO of other Factories/organisations has different parameters in passing the bills. As in the case of TA, (where no bills in respect of purchasing of fuel has to be submitted) CEA should also be fixed with respect to standard in which wards of employees are studying.
(3). OT should be sanctioned for the period of Deputation/Escort without any classification of nature of duty.
(4). As CMs & JWMs are in Group-B Officers cadre, provision may be made for Furniture and Newspaper allowances in the line of Banking Sector.
(5). All category of employees of Ordnance Factories should be given Risk allowance/Insurance. 
(6). Though, OFCH is coming under Naxalite Area , provision may be made to sanction allowance in respect of the same.
(7). Ordnance Factory Chanda is recognized as one of the hard stations among other Ordnance Factories, hence compensatory allowance like CCA should be given to employees of OFCH.
(8). Factory allowance like professional allowance in the line of DRDO.
(9). Re-imbursement of higher education fee.
(10). Special allowance to IT personnel like NPA for Doctors.
(11). Incentives for acquiring higher education are required to be reviewed. The rates has not been revised since 5th CPC.


Cadre Related Points:-
------------------------


(1). After implementation of 6th CPC, post of AF was merged with JWM, as result of that ratio of JWM and AWM had comparatively increased as Strength of Group-A Officer had not revised according to the strength of JWM after merger. Due to which stagnation period of JWMs increased to the level where they can never expect a promotion to next grade till their retirement.
(2). Necessary provision may be made for conduction of LDCE for the post of AWM from JWMs/CMs who have basic eligibility criteria.
(3). Time bound promotion should be given to Chargeman and JWM, as in 6th CPC CM-I &CM-II and AF & JWM were merged as CM AND JWM respectively, promotion avenues have been blocked which ultimately resulting frustration among the employees which will adversely affect the productivity working of organization.

TA/DA, LTC Related Points:-
-------------------------------


(1). TA/DA should be de-linked with submission of tickets/bill/cash receipts. DA should be fixed w.r.t the classification of cities/place of visit and same may linked with DA directly because the inflation rate cannot be predetermined.
(2). As price of Petrol/Diesel is variable based on market, Transport Allowance may be fixed on monthly basis.
(3). Provision of LTC every year and Tour LTC by Air.
(4). Family Dependent Criteria of monthly income i.e. Rs.3500/- of family member may be increased to Rs.13,500/month keeping in view of the Minimum Wages Act of the government. In 5th CPC it was Rs.1500/-, in 6th CPC, it should have been 3times i.e. Rs.4500/-. Hence in 7th CPC, it should be Rs.13500/-.


Leave Related Points:-
------------------------

(1). Leave encashment of Earned Leave at the time of retirement should be increased to 450 days from 300 days limit. Apart from this, provision may be made for encashment of 15 days EL for every 2 years as par with Banking Sector.
(2). Casual leave be restored to 12 days which was curtailed in 5th CPC to 8 days.
(3). Un-availed CL at the end of the year may be considered either for carry forward or for conversion into EL.

Other Points :-
---------------


(1). Bonus should be given to employees of all category and ceiling should be reviewed and calculation required to be amended since minimum salary as per the 6th CPC is Rs.10000/- where as calculation is being carried on 3500/-. 
(2) Qtr. Allotment: first priority should be given to designation, later on, basic, grade pay etc., should taken into consideration.
(3). Incentive scheme recommended by 6th CPC is yet to be implemented since it is opposed by various trade unions, hence, it may be implemented to CMs and JWMs in 7th CPC.
(4). Provision may be made in the 7th CPC for Plot Purchasing Advance for those who are not having land enough to build a house.
(5). Employees under Old pension scheme are eligible for 16 months Gratuity, others who are covered under NPS should also be made eligible 16 months gratuity.
(6). Under CGHS scheme, hospitalization facility should be extended to work place and native place.
(7). Family Dependent Criteria of monthly income i.e. Rs.3500/- of family member may be increased to Rs.13,500/month keeping in view of the Minimum Wages Act of the government. In 5th CPC it was Rs.1500/-, in 6th CPC, it should have been 3times i.e. Rs.4500/-. Hence in 7th CPC, it should be Rs.13500/-.
(8). Separate fund may be allotted for sports.
(9). In case of Accidental death or death on Temporary duty, job should be given to one family member.
(10). Working hours may be reduced to 40 hrs per week/5 days per week.
(11). NPS should be abolished and all employees joined on or after 1st Jan 2004 should be covered under Old pension scheme as all are working under one roof with similar motto.
(12). Retirement of employees whose DOB falls on 1st day of any month should made on the same month instead of predecessor month. 
(13). Insurance cover should be given for the period of temporary/escort duty.
(14). CGEGIS Subscription should be increased to ensure minimum insurance for Rs 500000/- 


NPS Related Points:-
----------------------

(1). There should be provision of minimum guaranteed return in the NPS system equal to the interest rate of PPF.
(2). Tier II plan is required to be implemented soon.
(3). There should be insurance coverage to the NPS candidates because their families are under uncertainty.
