My Dear Friends,

SHRI S.K. SACHAN, GEN. SECRETARY & MEMBER JCM-III OFB AND SHRI  U.K. JAISWAL, PRESIDENT VISITED  OFB ON 26^TH TO 29^th November 2013 TO ATTEND JCM-III MEETING HELD ON 27^th & 28^Th November 2013 AT OFB.

Following important issues discussed with Chairman/OFB, DDG-IR, DDG-HRD & NIEs, Dir/NG & JCM-III Level meeting.

a.         Publication of Seniority List of CM & Promotion from CM to JWM of the year 2013-14:

         This point was discussed in the JCM Meeting, it is informed by the chair that 50% of the factories send their data to task force committee however approx 50% of the factories were repeatedly ask to forward the data within week, further the Chairman also asked to Member/Per to make a telephonic dialog with those factories who had not send the data till date. Chairman also assured that as soon the data from remaining factories will receive the seniority list will be prepared by the task force well within 10 to 15 days.  However the CE HQ would like to request all the branches of AIANGOs to make sure that the forwarding of the data required by task force as earliest possible.                                                                                                       

b.         Anomaly in promotion from CM(OTS) to JWM-NT:

A proposal shall be made by OFB for the promotion of OS to JWM (NT-OTS), quota of 30% of 1800 post of OS, for forwarding and its approval to the ministry very soon just to avoid the curtailment of quota for promotion from CM (NT-OTS) to JWM (NT-OTS). 

                                                                                                             

c.      Cadre Review of  Chargeman and JWMs :

         OFB has already send  the proposal to create a post of JWM(SG) in the G.P. Rs 5400 (PB-2).                                

d.       SRO of CM-T/NT & JWM-T/NT :

          SRO of Chargeman-T&NT is under discussion and awaiting for amicable settlement, however the SRO for JWM-T/NT, is almost final for sending of its approval.

e.        Escort duty related grievances with specific reference to chemical and explosive factories:

The OT allowances and Food Bill receipt exemption, is finalized at JCM-III meeting order is under process, while the issue of ON LINE duty Roster for Escort duty is under consideration depending upon the feedback of concerned factories.

f.          Payment of PLB to DR Ch’man on  Probation :

                  

         Matter is under OFB finance for its approval and we are hoping the positive settlement of the issue in near future.

   

g.      Risk allowance to NGOs and JWMs.:

          Matter was taken up with MOD by OFB and pending.

h.         Recruitment of Chargeman :

         Sr.PD/NADP has discussed with PCofA(Fys) on 12.09.13. The matter has been resolved and PCofA(Fys) has given necessary instruction to C of A (Fys) and OF Ambajhari. NADP is going ahead with further course of action which is pending with NADP.  

i.          LDCE of JWM

This issue was discussed and assured by chair that action will be initiated shortly.

j.          Promotion from JWM to AWM

183 resultant post of AWM to be filled by JWM promotion has already been forwarded for DPC.

2.         Proposal for 7^th CPC

    A complete Questionnaire prepared for Branches for submitting their views/proposals to CE , on various core issues to be represented to the 7^th Pay Commission for circulation the same amongst their members to discuss in their GB meeting, and give feedback to the CEHQ accordingly within reasonable time latest by 1^st week of January -2014 . The Branches may also send the proposal in a combined way from respective Zones The CE shall receive the proposals from the branches/Zones only. The Questionnaire is enclosed herewith as ANNEXURE.

 It is further informed that A pay commission cell is under formation at OFB. 

3.            SUBSCRIPTION FOR THE YEAR 2013

As you all are aware that the subscription of all the members has already been deducted from the salary of July 2013. It is further requested all the branches of AIANGOs to make sure that the levy of CEHQ to be deposited through Cheque/DD in favour of AIANGOs CE Hd. Qtr. Field Gun Factory Kanpur by 31^st December 2013.
