ORDNANCE FACTORY CHANDA BRANCHE OF AIANGOs BEARING BLACK BADGES IN MASS ON 11TH APRIL/2014 & SUBMITS  MEMORANDUM TO DGOF & CHAIRMAN/OFB THROUGH SR.GMs/GMs  ON 11TH APRIL-2014 DURING  LUNCH HRS TO SHOW OUR CONCERN AND TO DRAW THE ATTENTION OF HIGHER AUTHORITIES TOWARDS OUR LEGITIMATE GRIEVANCES WITH  OFB

GRIEVANCES

  • Publication of seniority list of Ch’man as on 01-01-14.
  • DPC for promotion from Ch’man(T&NT)  to JWM(T&NT) for the year 2014-15 & review DPC for the year 2013-14.
  • MoD proposal for framing of recruitment rules for MCM & Ch’man to be equal in GP 4200 and their further promotion will be directly in JWM is highly objectionable, therefore it should be insure by OFB that MCM next promotion will be in Ch’man with Grade Pay Rs. 4600.
  • Immediate filling of all vacant posts of Ch’man (T&NT) through Direct Recruitment.
  • Proposed Cadre review proposal for CM & JWM by OFB should be incorporated with the amendment in the GP of Ch’man as Rs. 4600, in place of 4200 and GP of JWM 5400 (PB-II), in place of 4600.
  • SRO of Ch’man & JWM should be finalized immediately. Distance mode education & technical education from recognized institution to be included as distance education is well valid for government jobs as per Government of India Gazette Notification No. 44 dated F.No.18-15/93-TD.V/TS.IV dated:- 01/03/1995. Education approved through AICTE is required to be amended as MHRDC/UGC/DEC/DEB/AICTE/State technical education Boards.
  • Fixation of pay with one additional increment on promotion to a post (MCM to CM, CM-II to CM-I, AF to JWM) carrying higher duties  and  Responsibilities but carrying the same grade pay.
  • Introduction of Incentive Scheme for Ch’man  and JWMs.
  • MACP in the promotional hierarchy of Post in the light of CAT Chandigarh, High Court Chandigarh, Principal CAT New Delhi judgments and also rejection of SLP by Supreme Court in the matter.
  • Corrective action on anomaly in promotion for CM-NT (OTS) & OS to JWM-NT(OTS) and Parity in promotion from CM (T&NT) to JWM (T&NT)  and Increase the ratio 30% to 40% of JWM-NT (Store & OTS) at par JWM(T).
  • Publication of promotion orders of those candidates who have qualified LDCE examination based on distance education/IME because distance education is well valid for government jobs as per Government of India Gazette Notification No. 44 dated F.No.18-15/93-TD.V/TS.IV dated:- 01/03/1995 and diploma from IME is also well valid as per Chennai CAT decision on OA 1416 &1539/2010 dated-27/11/2012.  LDCE of Ch’man & JWM to be conducted on regular basis.
  • Renaming of Ch’man
  • Implementation of incentive scheme as per recommendation of Shri A K Singh committee/price water cooper’s
  • Implementation of JCM-III decision in respect of Escort duty related issues like OT, exemption of food bills & hotel receipt.
  • Night Duty Allowance as per Revised Rates as implemented in Railways
  • All those operations where IEs are getting risk allowance should be extended to workshop supervisory staff also.
  • Providing amenities to Chargeman, like - Table(T-9), armed Chair, Soap, Towels (Big & Small each in a year), Diary, Pen, Water Jug with 06 Nos Tumbler Glasses, Rest Room & PC as per ratio
  • Scrapping of NPS.
