UPDATES ON THE MEETING OF 7TH CPC HELD AT ORDNANCE FACTORY BOARD

ATTEND MEETING RELATED TO 7TH CPC HELD ON 19TH JUNE/2014
AT OFB. DURING OFB VISIT WE DISCUSSED CADRE RELATED ISSUES WITH MEMBER/PER AND OTHER
SR. OFFICERS OF OFB.
The following updates are issued here
for Information please.
(1). Brief on
Meeting & presentation regarding 7th CPC related matters in OFB
on 19 June-2014:
·
A
meeting of all federations and Associations was called by OFB on 19th
June in OFB on 7th CPC matters.
·
Meeting
was started at 10 AM under chairmanship of Member-Per and all other members/
concerned officials of OFB available on the day were present in the meeting.
·
In
the fore-noon session, three groups were formed to identify the cadre related
issues for CPC and to make consensus
amongst the concerned federations/Assns representing similar cadres and each
group was attached with one director level officer of OFB to coordinate in
discussion as follows:
Group-1:
Federations with coordinator-Dir/IR-OFB ( Sh. S.K.Singh).
Group-2:
NIEs- related Associations & Fedrations with Coordinator-Dir/NG-OFB (Sh.
Manoj kumar).
Group-3: NG & GO related
Associations. With coordinator Dir/NG-OFB (Sh. A. S. Bhatanagar).

All the three groups had separate meeting, identified issues,
made consensus on the cadre related issues and prepared common presentation.
·
In group-3, Representatives of
IOFGOA, NDGBGOA, AIANGOs & NDNGSA had joint meeting coordinated by
Dir/NG, identified issues and demand to be placed before OFB and prepared
mutually agreed common presentation.
·
In the After Noon Session each group presented its common
presentation in the meeting in the full house. The undersigned presented the
presentation of group-3 on behalf of all the four NG/GO Associations. The
copies of presentations are enclosed herewith as follows:
Annexure-1: Common presentation of Group-1-
Federations
Annexure-2: Common presentation of Group-2NIEs-
related Associations.
Annexure-3:
Common presentation of Group-3 NG & GO related Associations.
(2). Publication
of seniority list of Ch’man(T&NT) : Member-Per assured that seniority
list of Ch’man (T&NT) will be published in OFB COMNET on 1st
July/14.
(3). Direct Recruitment
of Ch’man(T&NT) : Member-Per informed that advertisement for
direct recruitment of Ch’man(T&NT) will published in EMPLOYMENT NEWS next
week and all process of recruitment will be completed up to 15th
October/14.
(4). LDCE of
JWM & Ch’man : Member-Per assured that Circular
to all Sr.GM/GM to be issue in the next week to collect the data in this
regard.
(5).Cadre
Review for Gr.-B (G&NG): In continuation of
the above the OFB send an another new proposal in the month of May/14 for JWM
to the MoD for approval as under
1. To create a post of Section Manager in the G.P. Rs 5400 (PB-2) for 2746 post
2. To Create a post of Sr. section Manager in the G.P. Rs 5400 (PB-3) for 1000 post
And rest post of JWM
remain as JWM.
And
inter grade ratio of Ch’man & JWM (both Tech & Non-Tech) to be maintain
60:40
OFB’s
Cadre Review Proposal has been sent to Ministry of Finance( Deptt. Of
Expenditure) by Defence Finance.
(6).Transfer
Related Issues :
All issues related to transfers including reinstatement of cancelled
transfers, spouse cases, LDCE /DR cases were discussed with member/Per but
progress is not positive and the policy of OFB is very tight to consider the
cases. As per the policy, medical cases also are not coming under consideration
hence policy needs to be reviewed. As per Member/Per the Policy will be
reviewed in coming Board Meeting.
